JOB SUMMARY
The Manager Finance & Administration is responsible for coordinating and
managing the operations of the Finance & Administration Unit. Developing,
implementing, and monitoring the accounting, procurement, investments, and
financial functions of the SRLF. Functioning as a pension trustee to oversee and
manage the SRLF’s pension trust fund. Ensuring that appropriate internal control
systems and procedures are in place while maintaining compliance with the
International Financial Reporting Standards, Public Finance Management Act,
Student Revolving Loan Fund Act and other relevant legislation and ensuring
compliance with regulatory agencies. Effectively, managing & maintaining the
physical office environment, managing the physical & electronic records and
messenger services.

KEY FUNCTIONS
1. Ensure the preparation and analysis of monthly, quarterly and annual
financial statements in accordance with relevant International Financial
Reporting Standards (IFRS), The Public Finance Management Act2019-1,
international best practices and the Student Revolving Loan Fund Act&
Regulations.
2. Develop, implement, monitor and maintain internal accounting and
financial control procedures.
3. In consultation with other senior managers, prepare the annual budget for
the approval of the Board of Directors and administer and monitor the
budget on an ongoing basis.
4. Manage and monitor the SRLF’s Investment portfolio to ensure maximum
returns within the SRLF’s risk appetite.
5. Liaise with the SRLF’s Pension Trustees about the operation of the SRLF’s
pension trust plan.
6. Oversee the operational functions of the SRLF’s records management,
physical office environment and messenger services.

KEY DUTIES AND RESPONSIBILITIES
1. Develop and manage annual and multi-year budgets that are adequate for the
SRLF’s needs.
2. Ensure budgeted information is updated into the accounting system and
proactive measures taken to reduce/eliminate unfavourable variances.
3. Prepare and maintain cash flow analyses as needed and monitor the SRLF’s
cash resources to ensure adequate cash for operational needs and investments.
4. Prepare & analyze monthly financial statements (balance sheet, income
statement, and statement of cash flows) and effectively convey analysis to the
Board, stakeholders, and management & staff as requested.
5. Manage the year-end external financial audit process to ensure that audits are
completed in harmony with international standards and meet all statutory
deadlines.
6. Develop, implement, and monitor internal control procedures and processes to
safeguard SRLF’s assets.
7. Monitor the accuracy and reliability of accounting data on an ongoing basis.
8. Manage the payroll process.
9. Oversee the management of the SRLF’s procurement process.

Investment & Pensions
1. Manage the SRLF’s Investment Portfolio in harmony with its investment policy
and direction from the Board.
2. Monitor & review all SRLF’s investments daily and take proactive action as
required.

3. Review and update the SRLF’s investment policy in consultation with the Senior
Manager Operations & the CEO.
4. Prepare reports on all entities or portfolios in which the SRLF has investments
monthly or as required.
5. Oversee the SRLF’s pension plan in conjunction with the Board of Trustees &
the Board of the SRLF.

Operations
1. Participate in the development, implementation and monitoring of SRLF’s
strategic plan.
2. Develop, implement and monitor internal control procedures and processes to
promote operational efficiency and ensure adherence to SRLF’s legal and
administrative regulations and make recommendations for strengthening of
controls as necessary.
3. Monitor SRLF’s information systems as they relate to borrowers’ accounts to
ensure that information recorded meets agreed specifications within legislative
and organizational requirements.
4. Take the lead in motivating Unit members to ensure the SRLF can meet its
strategic goals.
5. Train and coach Unit members as necessary.
6. Conduct performance appraisals for reportees in accordance with PRDS
standards and guidelines.
7. Oversee the management of the physical & digital records and securities of the
SRLF.
8. Oversee the maintenance of the SRLF’s physical office to ensure the environment
is in harmony with the SRLF’s Health & Safety Policy.
9. Oversee the provision of messenger and driving services to the SRLF in a
courteous and professional way.

JOB REQUIREMENTS

Qualifications

• A bachelor’s degree in Finance or Accounting or a related subject. A recognized accounting designation (ACCA, CPA, etc.)

Knowledge

Experience


A minimum of eight (8) years relevant experience with at least four (4) years in a supervisory or management position.
